This used to be true in the UK too, but no longer is.  Ten or twenty years
ago the Tory (Conservative) government made it illegal to impose this
condition, thus allowing retailers to surcharge for credit card use if they
wish.  In practice, most retailers do not surcharge.  But some do, typically
those who charge rock-bottom prices.

Because of this law, PayPal in the UK could not prevent UK sellers imposing
surcharges for use of PayPal.  But within the last year PayPal decided that
they are an "electronic money transfer facility", and not a conventional
"credit-card payment facility", and so not subject to the UK law allowing
credit-card surcharges.  I don't know whether this assertion by PayPal has
been tested in the courts.
