First, get your 3Ti :-) - to think of it as a mechanical 4Ti is misleading.

Second, take a look at the eSIF write up on the 3Ti, which I think expresses
things very clearly:
"Last but not least TTL "OTF" flash exposure with T series flashes and the
F280 was added on the OM-3Ti. This works similar as the TTL flash on the
OM-4Ti in Auto Mode, with one important exception: since the OM-3Ti is
mechanical, all shutter speeds from 1 sec. to 1/60 sec. can be selected, and
you can always be sure the flash fires and is synchronized; the OM-4(Ti)
automatically switches to 1/60 sec and does not fire the flash when
available light allows shorter shutter speeds. This means that with the
OM-3Ti you have more control of the flash/ambient light ratio: by selecting
longer shutter speeds the influence of ambient light is increased, by
turning the exposure compensation dial the influence of flash can be
increased or diminished."

Third, keep in mind the 'odd' behaviour of the F280 on the 4Ti - below 1/60
it only functions as a T-series or manually, above 1/60 it only functions in
high-speed sync mode. And keep in mind also that the F280 manual predates
the 3Ti. Again, the eSIF is helpful (this time from the F280 page):
"Daylight Fill-in flash with the F280
The range of subject distances that can be covered by Super FP Flash varies
depending on the available light, lens aperture, film speed and shutter
speed. The OM-4Ti and OM-707 utilize TTL Direct Light Measuring to measure
the combination of available light and flash light, and control the exposure
by setting the shutter speed. This chart displays the range when there would
be no influence of available light. In actual photography the addition of
the available light factor permits greater latitude in selection of photo
distances.
The OM-3Ti works differently. Because the shutter speed can't be adjusted
during exposure, Guide Number calculations should be used to determine the
correct aperture/shutter speed combination for a given distance. The chart
above can be used for assistence. Same is true for the OM-4Ti set to Manual"

Fill-in flash is *much* easier when you can use Guide Numbers and the full
range of shutter speeds without the camera getting in your way.

"Having said that, if I had an OM3ti I'd probably use a lot more fill-in -
the OM4ti is not well equipped for fill-in flash"

Could somebody explain why this is/what the differences are. I was under
the impression that the 3Ti and 4Ti were essentially the same except that
the 3 is mechanical.

Thanks.

Jason.
