The only one that I've experienced where I had a real concern was for my
Tamron 400mm lens and it took about 4 weeks to get to me after I had made an
immediate PayPal payment. I got the guys phone number from ebay and called
him. I
would not hesitate to call someone and ask them what is going on. I'm also
generally careful to not back someone into a corner with no way for them to
save face. I'm usually specific about what I want to remedy the situation. In
your example, I might have asked them to not only refund my money, but also the
charges that would be made by PayPal. My 2 cents worth. Bill Barber
