It's not by chance that the message will ripple through some wiring in Virginia. And it's not by chance that this is a Virginia law. A major chunk of the internet backbone is located in northern Virginia (which also happens to be home to AOL who, amongst others, are behind the law).

Whether the prosecutor can reach somebody in Outer Mongolia is a good question. However, a lot of Outer Mongolian traffic is undoubtedly already passing through northern Virginia.
