That is how it works.  One can see darkening in the VF when shifted.

Are you sure about that?  That would be true with a hand held meter 
perhaps.  But since the manual meter of the camera measures light 
coming through the lens it should not matter  whether the lens is 
shifted or not to get an accurate setting.
