I may be wrong here, but go to:
Tools >>> Options
click on the "Send" tab
look toward the bottom for "Mail Sending Format" and "New Sending Format"
make sure both are set to "Plain Text"
Also, when replying to someone who used HTML in the original message select:
Format >>> Plain Text (instead of Rich Text - HTML)
