The first part of your description sounds like there might be a sliver
of metal stuck to the magnet inside the galvanometer.  That or the
needle may be catching (if it's been bent - please tell me you haven't
tried cleaning above the screen!), or the upper stop may be sticky. 
Another possibility is that one of the coil springs may have looped
around part of the meter's frame - the meter would be off at every light
level if that were the problem, though.

Any and all of these can be checked and repaired by someone who knows
how.  The good news is that the meter's alive, and that means in all
likelihood it's repairable.
