So maybe my question should be: are there any lenses beside the Zuiko Macro 
38mm/2.8 and
Zuiko Macro 20mm/2.0 in this greater than 1x range. If not then I would suspect 
that Oly
will not retire these lenses.  Right now it appears as if they own this market 
at these
magnifications.

Zeiss and Leica still make bellows mount macro lenses, and Minolta, Nikon,
and Canon did in the past.  Minolta makes a 1X-3X zoom for maxxum, and
canon makes reversing rings with electrical contacts to permit auto
diaphragm on a reversed lens.  a 28-70/2.8 zoom reversed would
put you in the range.  that's pretty much what these macro lenses are.
the 20mm macro zuiko is like a 20mm lens reversed, but it doesn't 
have to be a retrofocus design.

you can do this type of work in medium format by using ordinary
35mm lenses reversed.  Pentax makes inexpensive reversing rings
for the 645 and 67.  an ordinary 50/1.8 Zuiko or similar lens from
another manufacturer will make a great bellows mount lens mounted
in reverse and will do 2.2X and greater on a pentax 67. 

with rollei SL66, the lens mount and filter mount are the same so
you can always mount a lens reversed and the camera focuses by a
built-in bellows with tilt.

I think Olympus' biggest contribution to all of this is the
concept of the 65-116mm telescoping auto-tube that enables
high magnification macro work in the field.  the 1X-3X zoom
for Maxxum permits this as well.
