OK, so the lens slides up/down and right/left while still parallel to the
film plane, correct? So how is that any different from physically moving
the camera up/down/right/left?

nothing.  when doing architectural work it is possible to avoid using
perspective control by placing the camera high enough that you don't
have to tilt the camera.  what causes converging verticals and
the appearance of a building leaning backwards is not having
the film plan parallel to the vertical plane of the builing.

but if you are making an image of, say, a church that might
be 60-70 feet high, you'd need the camera to be about 30-35 feet
off the ground to achieve this.  instead, perspective control
can be used.  Rise can help but a building can be too tall
for rise to correct fully.  in these cases, rear tilt is
what you need.  with rear tilt you can point the camera up
to get all of the building in, and then use rear tilt to 
straighten the back so it is parallel to the vertical plane
of the front of the building, correcting the converging verticals.
Front tilt won't do this (though front tilt + rise/fall together
can simulate rear tilt).
