Which circumstances would those be? Do you suppose eBay has the
resources to check gun dealer licenses, conduct background checks,
etc?

Given the amount of hassle (hassle I don't mind a bit, even as a
hunter and gun owner) I experience when I buy a gun, I can't imagine
eBay would want that sort of responsibility.
