It depends on the amount of ambient light and the shutter speed you choose.
 You don't have to shoot at 1/60 always, although you probably should if
you're hand-holding. But 1/30 is (often) perfectly reasonable with a
35-50mm lens (or shorter).  If there are windows in the background, take a
reading of the outdoor light at the window and see if you can sync your
flash speed so that the window light will be about -1 stop in relation to
the shutter speed and aperture you calculate for the flash shot of mom and
the dog.  Ken Norton once suggested shooting at f5.6 (@1/60 I presume) with
100 ASA film and flash to get some good out of the ambient light in some
situations (weddings, specifically).  With KR-64, you could try that or
perhaps an "in between" stop like f5.
