Actually, most people _like_ having their picture taken. If you can get
over your discomfort at asking permission (not easy, I know), you'll
find that most people are willing.
My favorite technique is to carry a Land camera (an SLR 680). Americans
are no different from anyone else -- they love being handed a Polaroid
picture. "Let me give you a picture." Hardly anyone ever refuses, and
you've broken the ice (at a cost of 70 cents * or so!).
* I buy Polaroid materials at Costco and take advantage of the rebates.
