With that kind of computer, you need a service bureau for printing only! The
standard app is of course Photoshop, but if you find the price a bit stiff, you
can do most things you need with GraphicConverter, which is far more than
a file conversion tool. I use it far more than I use Photoshop! And it is still
shareware.
Any bitmapped-graphics program can of course be used for plain retouching,
but GraphicConverter does edge sharpening and blurring, contrast and
luminosity control etc. too which is enough unless you are going to use some
really weird effects.
My digitization comes by courtesy of Kodak PhotoCD. Slow but quite useful
at least for web publishing. You can see some of my pictures on my web site
